I was thinking of moving these to their own articles (well, not all of them, variants of the same picture would share an article obviously). The reasoning being that people generally don't expect proper encyclopaedic content outside the main namespace, and I think that's why this collection has been somewhat neglected. To start with I think it would just be a case of starting the articles with the information Hyarion included, wikifying them, and adding some incoming links (for example a lot of the early Letters I'm working through now talk about illustrations for The Hobbit).
