halla is an adjective meaning "tall" in Quenya.[1]
Halla is also the name in Quenya of a letter that was originally used to represent "breath" H. It might be placed before a consonant to indicated that it was unvoiced and breathed, such as expressing voiceless l or r.[1] Over time though the letter Harma, when used at the beginning of a word, came to represent "breath" h (and is then called Aha).
