Hallatan was the second child and only son of Cemendur, a minor noble of Númenor. He was recorded as owning land in the region of Hyarastorni, near the borders of Emerië.
Hallatan was respected by the people of Mittalmar and represented the region in the Council of the Sceptre.[1] He was the only Council member who supported Tar-Meneldur in his decision to resign the Sceptre to his son Aldarion in 883, because of his high esteem for the king's son[2]. Later, he served as the first Regent of Númenor when Tar-Aldarion traveled to Middle-earth in 883 or 884.[3]
Hallatan would become a member of the royal family when his son Hallacar married Tar-Ancalimë, the first Ruling Queen of Númenor.[4] Due to his ownership of herds of sheep Hallatan acquired the epithet "Sheep-lord".[5]

Hallatan is a Quenya name. Its meaning is not glossed, but Paul Strack suggests it means "Tall Man" from halla ("tall") and Atan ("Man").[6]
