It becomes evident from the context of the passages in The Black Gate is Closed and in The Tower of Cirith Ungol that the Silent Watchers are inside Minas Morgul and are thus not identical with the Two Watchers at the gate of the Tower of Cirith Ungol. The history of the chapters in the manuscripts also supports this (See "sentinels" in the index). I suppose the name "Silent Watchers" refers not only to the Two Watchers of Cirith Ungol. Gorbag the orc, who came to Cirith Ungol from Minas Morgul, says to Shagrat: "our Silent Watchers were uneasy more than two days ago, that I know". So, there must have been similar guardians in Minas Morgul, too. --Tik 20:02, 8 December 2020 (UTC)

As a matter of fact, when Gollum mentions the Silent Watchers at Morannon, he doesn't speak about Cirith Ungol but Minas Morgul. He first talks about the Tower of the Moon and then about the old road that "goes up and up, until it reaches a dark pass at the top, and then it goes down, down, again - to Gorgoroth." When Frodo asks him "The tower isn't empty, is it?" he must talk about Minas Morgul, because Gollum has not mentioned any tower in the place where the road "reaches a dark pass at the top". Gollum answers him: "It seems empty, but it isn't, O no! Very dreadful things live there. Orcs. yes always Orcs; but worse things, worse things live there too. The road climbs right under the shadow of the walls and passes the gate. Nothing moves on the road that they don't know about. The things inside know: the Silent Watchers."
