Ruby Bolger was the wife of Fosco Baggins. She was Frodo Baggins' paternal grandmother, the mother of his father Drogo.
Etymology
Perhaps it's not unintentional that a Hobbit woman with a jewel-name married into the Baggins family, recently made rich by Bilbo's travels. Both Ruby's marriage and name are consistent with the Bolgers' being of a higher class.[1].
