Hwesta Sindarinwa

Hwesta Sindarinwa was the Quenya name of an extended Tengwa #35, which was a modification of the letter Hwesta, and perhaps possessed its value - or a modification of it.[1] The Westron speakers called this letter Whí.

Its usage is not well known since there are no examples with it and it is not clear in which languages it was used.

It's possible that is was invented by the Noldor in the First Age to represent the sound chw as was perhaps pronounced by the Sindar during that time; Quenya possessed only the softer sound hw and perhaps the Noldor felt the need for a distinct letter for that sound.[2]

It's possible also that it was invented much more later by Men to represent the sound hw or chw for their languages (such as Westron); in the General Use Mode used by them, the normal letter Hwesta was already reserved for the sound ch.
