Free Fair

The Free Fair was a festival that the Hobbits held every seven years during the three days of Lithe. It took place in the White Downs near Michel Delving and among the attractions was the election the Mayor of Michel Delving. It was called 'Free' because anyone could set up a stall without charge.[1]
